The UAE's $17 billion e-commerce market is driving rapid innovation in last-mile delivery. The UAE delivery drones market is valued at USD 35.8 million in 2025, projected to reach USD 515.3 million by 2032 with 46.4% CAGR growth. Dubai's Smart City initiative targets 60% of all last-mile deliveries by autonomous systems by 2030.

Autonomous Aerial Delivery

In December 2024, the UAE General Civil Aviation Authority (GCAA) issued the country's first Beyond Visual Line of Sight (BVLOS) drone delivery license to Keeta Drone (a Meituan subsidiary). Keeta Drone operates within Dubai Silicon Oasis with a 2.9km coverage radius, delivering food, medicine, and essentials. Noon showcased fully autonomous drone delivery at DriftX Abu Dhabi, promising 15-minute deliveries without human control.

Regulatory frameworks have been developed to ensure safety while enabling innovation. Traffic management systems coordinate drone movements, preventing congestion and collisions while optimizing delivery efficiency.

Smart Collection Network

Major e-commerce players have deployed extensive networks of temperature-controlled smart lockers across metropolitan areas. These 24/7 pickup points address the challenge of failed home deliveries in a region where many residents work long hours and are frequently unavailable for delivery acceptance.

The network exceeds 2,000 locations and continues expanding rapidly. Integration with mobile apps provides customers with convenient package tracking and flexible pickup scheduling at their preferred times.

Electric Micro-Mobility

In dense urban areas, electric cargo bikes and scooters are replacing traditional delivery vans for final-mile delivery. These vehicles can navigate pedestrian areas, reduce delivery times in traffic-congested zones by up to 40%, and provide environmentally friendly alternatives to combustion-engine vehicles.

Battery technology continues improving, extending range and reducing charging times. Standardized charging stations are being deployed throughout urban areas to support expanded micro-mobility operations.

Community-Based Delivery

Platforms connecting everyday drivers with delivery tasks have gained significant traction among consumers and service providers. These services offer same-day delivery at competitive rates while providing flexible earning opportunities for region residents seeking supplemental income.

Quality standards and rating systems ensure service consistency and customer satisfaction. Insurance and liability coverage protects all parties involved in these innovative delivery arrangements.

Dark Stores and Micro-Fulfillment

Purpose-built fulfillment centers in residential areas—referred to as "dark stores"—are enabling 10-minute delivery for everyday items and consumables. Major grocery and convenience retailers have established 50+ micro-fulfillment points across metropolitan areas, creating new competitive advantages.

These facilities use vertical storage systems and automated picking technology to maximize efficiency in minimal spaces. Integration with delivery platforms ensures rapid order fulfillment and reduced transit times.

Emerging Technologies

Over 400 sidewalk delivery robots from Serve Robotics and Ottonomy now operate across Jumeirah Beach Residence (JBR) and Dubai Internet City. These 50kg robots navigate pedestrian pathways, delivering restaurant orders and groceries within a 3km radius. Emirates SkyCargo and LODD Autonomous partnered in 2025 to test VTOL cargo drones carrying up to 250kg over 700km for middle-mile and inter-emirate deliveries.

The Dubai Sky Dome initiative is creating virtual airspace infrastructure for commercial drone use, targeting 70% drone delivery coverage by 2030.
